Synopsis:
Abandoned by his parents in the Gotham City sewers as a baby, the deformed Oswald Cobblepot has, 33-years later, grown into The Penguin, the mastermind of a group of criminal circus performers. Meanwhile, Selina Kyle, secretary to crooked businessman Max Shreck, discovers he plans to defraud the city with an unnecessary power plant. Shreck pushes her out of the window, but she survives to become the acrobatic, leather-clad vigilante, Catwoman. Max teams up with The Penguin to have him elected mayor so he can push through the power plant plan, despite objections from the likes of Bruce Wayne. Though Wayne is intrigued by Selina, as Batman, he tries to capture Catwoman, forcing her to team up with The Penguin. However, when The Penguin double-crosses her by killing a kidnapped Beauty Queen, she renounces her alliance. Batman manages to jam The Penguin's party political broadcast, transmitting in its place a recording of the waddling one's utter contempt for the honest folk of Gotham City. Abandoning his election plans, The Penguin reverts to his initial aim: in revenge for his parents' treatment of him, he plans to kill every first-born child in Gotham.
